The city permits Clearwater itself. Pinellas County procedures are a poor guide inside these limits, so this is what governs a file here instead.

Beach by Design governs the barrier island

The city administers Beach by Design, a dedicated redevelopment and design plan specific to the Clearwater Beach barrier island area. Work there is measured against that plan, not only against the zoning code.

Standing barrier-island construction coordination

Clearwater maintains an ongoing Barrier Island Construction programme tracking active sewer, stormwater, marina and gas infrastructure projects on Clearwater Beach and Sand Key. Those affect access and staging for private permitted work in the area, and are worth checking before a schedule is committed.

Historic designation with a maintenance carve-out

The Community Development Board issues Certificates of Appropriateness for material alteration, demolition or relocation of locally designated historic properties, including the Old Pinellas County Courthouse and North Ward School. Ordinary maintenance is exempt from COA review.

Private provider registration runs through its own portal

The city maintains a separate Private Provider Registration Portal for third-party plan reviewers and inspectors, distinct from contractor registration.

PCCLB licensing applies countywide including Clearwater. No distinct city-specific contractor registration beyond a business tax receipt is documented in the city's published guidance.

City or county? Check the parcel first

Clearwater borders Largo, Dunedin, Safety Harbor and unincorporated Pinellas, and Safety Harbor is one of the six municipalities the county permits directly. The parcel decides which of those reviews the project.
