Four systems in one county
Nothing about a Hillsborough County workflow carries into Tampa city limits, and Tampa is where a large share of the work is. Knowing which of the four you are in decides the portal, the checklist and the licensing.
County licensure on top of the state licence
Hillsborough County issues local contractor licensure for licence types mirroring DBPR-regulated trades, under authority it cites from Florida Statutes Chapter 489. Applications and licence lookups run through HillsGovHub, and permits will not issue against a lapsed local licence.
HillsGovHub covers unincorporated county work only
Building, fire alarm and tree-removal applications for unincorporated Hillsborough go through HillsGovHub. Tampa uses its own Accela instance, Temple Terrace uses a Click2Gov-based system, and Plant City uses a MaintStar portal. None of them share records.
Three independent municipal departments
Tampa's Construction Services Division sits under Development & Growth Management; Temple Terrace and Plant City each run their own Building Division with their own inspection lines. Guidance written for the county does not apply inside any of the three.
Tampa tracks condo recertification separately
The City of Tampa maintains its own workflow for condo and co-op Milestone Inspections alongside dedicated flood-compliance and post-hurricane permitting resources. That is a city process, not a county one.
Southwest Florida Water Management District
Hillsborough is under SWFWMD, which governs stormwater and environmental resource permitting on site work and is a different agency path from the South Florida district that covers Lee and Miami-Dade.

Every Hillsborough file starts with confirming which of the four authorities controls the parcel, because that determines the portal and the checklist. County work also requires the contractor's local Hillsborough licensure to be current before HillsGovHub will accept a submittal — a lapsed local licence stops a filing even when the state licence is perfect.
