Permit Expediting in Manatee County
Manatee runs its building permitting entirely online through Accela and staffs floodplain review as its own track. On the barrier islands, the harder question is usually which government you are actually in.
Manatee County, jurisdiction by jurisdiction
Manatee's complications are geographic. Three barrier-island cities, a fourth city that sits in two counties at once, and a mainland growth corridor that crosses into Sarasota.
Longboat Key is one town in two counties
The Town of Longboat Key extends across the Manatee–Sarasota county line but is a single municipality with one building division handling permitting for the entire town regardless of which county a parcel sits in. The two-county designation has been a recurring subject between the town and Manatee County commissioners.
Fully online county permitting
Manatee's Permitting Section runs completeness review, application processing, interdepartmental routing and issuance through its Accela-based online services. There is no in-person submittal path for building permits.
Floodplain review is staffed separately
The Building Division maintains a distinct Floodplain Management Section with its own contact details for flood zone and substantial-improvement questions. Treating that as a separate early conversation, rather than a review comment to answer later, saves a cycle on any waterfront file.
Six municipalities, three of them on the islands
Bradenton, Palmetto, Holmes Beach, Anna Maria, Bradenton Beach and Longboat Key are the county's municipalities. The island cities in particular warrant direct confirmation of the permitting authority before anything is prepared.
Southwest Florida Water Management District
Manatee is under SWFWMD, the same district as Hillsborough and Sarasota, which sets the stormwater and Environmental Resource Permit path for larger site work.
Who reviews your permit in Manatee County
Bradenton and Palmetto are confirmed to run their own departments. On the three Anna Maria Island cities we confirm the reviewing authority directly rather than defaulting to the county.

Filing with Manatee County Development Services Department, Building Division
Unincorporated Manatee County submittals go through Manatee County Accela Online Services.
On Manatee waterfront and island work we open the floodplain conversation before design rather than after the first comment, and on anything near Longboat Key or the Lakewood Ranch corridor we confirm the parcel's jurisdiction rather than trusting the mailing address. County submittals are Accela-only.
Contractor registration in Manatee County
Local registration requirements beyond state licensure are not documented in the county's published guidance, but Bradenton runs its own three-tier registration and Palmetto its own department. We confirm per jurisdiction.
