Jacksonville reviews its own work. A package assembled to Duval County conventions will not necessarily clear here, and these are the differences that matter most.
One department for the consolidated jurisdiction
Jacksonville and Duval County consolidated in 1968, and the Building Inspection Division serves as the building authority for the consolidated area. There is no separate county department, which removes the city-or-county question that dominates most Florida metros — except at the Beaches.
Three beach cities and a town that never joined
Jacksonville Beach, Atlantic Beach, Neptune Beach and the Town of Baldwin sit inside Duval County but outside the consolidated government, and each runs its own building department. JaxEPICS does not cover them, and their requirements do not track Jacksonville's.

Online submission through JaxEPICS is required for all permit types. The city confirms it enforces the Florida Building Code 8th Edition (2023) for all submissions since 1 January 2024.
Published Milestone Inspection guidance
The division publishes its own guidelines for condominium and co-operative Milestone Inspections, confirming active local administration of the statewide programme for qualifying buildings of three storeys or more.
Not HVHZ
Duval is not a High-Velocity Hurricane Zone county — that applies by statute only to Miami-Dade and Broward — so Miami-Dade NOA product approval is not required here. Standard wind-borne debris provisions apply instead.

Contractor registration in Jacksonville
The division publishes a contractor licence and complaint search, but a separate local registration requirement beyond state licensure is not documented in its published guidance. We confirm current requirements with the division rather than assume either way.
City or county? Check the parcel first
East of the Intracoastal the question is which Beaches city you are in, because Jacksonville Beach, Atlantic Beach and Neptune Beach each permit their own work within a few miles of each other.
