Its own department and its own portal
Sanibel maintains its own Building Division and uses a CityView-based permitting portal, separate from Lee County's Accela system. The conventions, document requirements and process are the city's own.
A barrier island that regulates deliberately
Sanibel is a conservation-minded barrier island community, and coastal, vegetation and development considerations layer on top of standard code review. Anything that assumes mainland Lee County practice is likely to draw comments.
Coastal design and flood elevation
Gulf-front and bay-front parcels carry flood zone requirements, base flood elevation and elevated-construction detailing, and on beachfront, potential state Coastal Construction Control Line jurisdiction running on its own timeline. CCCL status is confirmed with FDEP per parcel.
Post-storm rebuild volume
Sanibel processed substantial damage determinations at volume following Hurricane Ian, and reconstruction work remains part of the island's permitting mix. On a damaged structure the determination decides whether the job is a repair or a rebuild to current standards.

Captiva, immediately north, is unincorporated Lee County and reviewed by the county rather than by Sanibel — a distinction that catches people out on the island road.
